What is an HS2 Air Quality Action Plan??

An Air Quality Action Plan (AQAP) explains how the UK High Speed 2 (HS2) will evaluate, prevent, and reduce emissions from its rail activities, with specific actions based on the COCP and HS2 Phase One Information Paper E31: Air.
The measures include management of construction vehicles, NRMM emission standards, dust mitigation measures outlined in the CoCP, and traffic management measures outlined in the Route-wide Traffic Management Plan. Compliance with these obligations is documented in the monthly Local Authority monitoring reports and the annual Air Quality report. The goal of this plan is to reduce pollutant emissions, conserving worker health and the health of people near the UK HS2 rail project.

HS2 Air Filter Requirements for compliance and worker protection

The UK HS2 project has placed significant requirements on safeguarding the environment from the harmful pollutants generated by the activities of the High Speed 2 rail line. One of these requirements is the air filter. The air filters help trap harmful particulate matter and prevent it from spreading, especially in places with a high volume of people. Workers near the High Speed 2 railway activities will also lessen their exposure to the harmful particulate matter if air filters are religiously employed in strategic places.

Since it is a requirement, the air filter must be included in the Air Quality Action Plan (AQAP) as one of the measures needed to maintain a healthy work environment. Air filters must be inspected and monitored, and records of these must be reflected on the Air Quality Action Plan to ensure compliance with regulations. The goal of HS2 UK is to complete the objectives without having to compromise the health of the workers or the people near the High Speed 2 rail activities.

HS2 Air Quality Strategy

The World Health Organization (WHO) has published standards for ambient air pollution levels based on the most recent scientific research and epidemiological studies. There is significant evidence that extended exposure to particulate matter may have a negative impact on people's respiratory and cardiovascular systems, increasing the chance of premature death and, as a result, lowering the population's life expectancy.

Part IV of the Environment Act 199519 requires the Secretary of State for the Environment to design, execute, and maintain an Air Quality Strategy (AQS) with the goal of lowering atmospheric emissions and improving air quality. The National Air Quality Strategy for England, Scotland, Wales, and Northern Ireland outlines a framework for meeting air quality limits via international, national, and local efforts to decrease emissions and enhance air quality.

UK High Speed 2: Environmental Minimum Requirements of Construction Dust

According to HS2, the UK HS2 project should comply with Environmental Minimum Requirements (EMRs). The designated undertaker will ensure that the Environmental Statement (ES) outlines do not exceed the implications. Efforts should be made to prevent negative environmental consequences while avoiding excessive expenses or delays to the development schedule.

The updated Environmental Statement should conclude that dust generation during construction will have no substantial impact on any receptors (residential, property-based, or ecological) along the route, and the CoCP rules are strictly followed. The EMR recommends reducing dust emissions during construction to the greatest extent possible while ensuring no major impact. Other sources of dust pollution should also be considered, such as non-project highway traffic, residential and commercial activities, industrial emissions, and other forms of dust-generating activities.
